Where to Find Scyther in Pokémon Let's Go? It's easier that one would think. The only restriction is really the game version. Pokémon Let's Go, Pikachu! owners have access to Scyther while Let's Go, Eevee owners get access to Pinsir.

Pokémon Let's Go, Pikachu! owners can find Scyther in Route 14 and 15 in the wild. Route 14 and 15 are in the southeast corner of the Kanto map. Route 15 is east of Fuschia City, the home of Poison gym leader Koga and the Safari Zone.

Unfortunately, Let's Go, Eevee! owners can only acquire a Scyther via trading with other users. Akin to previous entries in the franchise, Pokémon games have always had title unique Pokémon. Pikachu and Eevee are no exception.
