Players will find the dance off mini-game toward the end of Chapter 9: The City That Never Sleeps. This chapter is something of a fan-favorite as it features the infamous "Cloud in a dress" plot. You'll be taken to the Honey Bee Inn, a "members only" luxury entertainment studio in Wall Market. It's here where the game takes place.

The game is a timed button-prompt challenge where you'll need to press the correct button on your controller in time with the music. Don't worry — you'll have time to practice. The full song is two minutes and twenty seconds with 28 key notes to hit. Fortunately for you, most of these are cued with lights and the beat of the music.
You can gauge how well you're doing by Aerith's reaction in the crowd. If she's excitedly telling you to "keep it up," you're likely doing a good job. The better you perform, the closer you are to your reward. You'll be dancing along with club owner Andrea Rhodea on stage so be sure to hit your prompts.
Your practice reward is a music disc copy of "Let the Battles Begin (Remake)" while your real time reward is both the Dancing Queen trophy and Andrea's Earrings.
