You need 250 skill points to max out a weapon, but you can only earn 246 through a single run of Normal mode after reaching the max character level 50. You'll also get them for collecting manuscripts in the game.
If you want to max out more weapons, you'll have to do another run in hard mode, or do side quests. In Chapter 16 and 17, you'll be able to use the Shinra Battle Simulator to get some hard mode solo quests for your characters. Completing these will reward more manuscripts, so this way is the fastest to level up your weapons.
Higher level weapons will be able to have more sub-cores, meaning they will have more options for skills. Getting a weapon to the next level will give you an instant power boost.
Assigning skill points to weapons isn't a permanent choice, as you're allowed to reset your weapons and restore SP to redistribute. When you meet Chadley, you'll be allowed to reset all of your skills for the cost of some gil. You will get back all the SP you previously assigned, and are now free to try another build or level a different weapon.
