Full List of Item Changes on League of Legends' Patch 11.3 Notes
Here is the full list of item changes that happened in League of Legends Patch 11.3. In the introduction to the patch notes, the authors claimed that they wanted to "reassess systemic healing" by changing the statistics of items such as Omnivamp, Goredrinker and Sterak's Gage. The changes are meant to balance certain items, without nerfing them to the point of making them unviable.
Overall, 22 items have seen either nerfs, buffs or tweaks this update. With that said, we will look at mage, enchanter, fighter, marksman, and sustain items in the aforementioned categories.
Mage Items
1. Lich Bane
This mage item saw a decrease of ten points in its ability power, from eighty to seventy. According to the authors of the patch notes, they want to "stop any one item from overshadowing the others."
2. Horizon Focus
The hypershot range of Horizon Focus was decreased from 750 to 700. Its ability power, however, was increased from 100 to 115.
3. Verdant Barrier
While formerly having a passive that allowed a magic resistance bonus to stack five times, instead it now grants 0.5
4. Banshee's Veil
Banshee's Veil received a buff that made its ability power go from 65 to 80, with the only downside of it being that the combined cost of the item went up from 400 gold to 700 gold.
5. Seeker's Armguard
The total cost of this item went up from 900 gold to 1000 gold. Its combine cost was at 165 gold, and now it is at 265 gold.
6. Zhonya's Hourglass
Zhonya's Hourglass now costs 2600 gold instead of its pre-11.3 price of 2500 gold.
Enchanter Items
7. Staff of Flowing Water
The professional scene had seen the rise of a build nicknamed "MoonStaff," where the core items were Moonstone Renewer and Staff of Flowing Water. The combination offered sustain and increased healing to support champions like Soraka, Nami, Lulu, Ivern, Karma, and Morgana while ability power mages like Swain and Brand took advantage of the ability power. This patch saw a nerf in Staff of Flowing Water, with its ability power going from 60 to 50.
8. Chemtech Putrifier
Ability haste for Chemtech Putrifier users has increased from 15 to 20. Its passive, "Puffcap Toxin," has been updated and instead of inflicting immobilized enemies 60% Grievous Wounds for three seconds, it now encourages healing (or shielding.) If players heal or shield an allied champion, they will now empower the ally's next damage to an enemy champion with 60% Grievous Wounds for 3 seconds. In other words, your allies benefit from the item as well.
Fighter Items
9. Silvermere Dawn
This item's attack damage has increased from 35 to 40. Champions that buy this item now receive 300 health instead of 200.
10. Ironspike Whip
Because certain champions used this item to clear waves too efficiently, the developers have decided that it is best to remove the increased damage to low health minions and monsters.
Marksman Items
11. Phantom Dancer
Developers wish to change what items are given to marksman champions and focused mainly on Phantom Dancer, with a different build path of Zeal + Long Sword + Long Sword + 850 gold. Phantom Dancer now increases attack damage by 20, but the attack speed has been reduced from 45% to 25%. The stacks for bonus attack speed are now four, rather than five, and the bonus attack speed is 30% instead of 40%.
12. Immortal Shieldbow
Attack damage went up from 50 to 55, and the attack speed went up from 15% to 20%.
13. Lord Dominik's Regards
This item has received a minor buff increasing the armor penetration by 35% instead of 25%.
Sustain Items
When building sustain, players should be feeling the effects of a real trade-off, usually in the form of damage. However, certain items with omnivamp (particularly Goredrinker and Ravenous Hydra) are feeling particularly overpowered due to less of a trade-off in damage. We're going through and making adjustments to those items, hitting their early game power specifically.

14. Goredrinker
"Thirsting slash heal" now only gives 25% AD (and 8% missing health) instead of 12% missing health.
15. Leeching Leer
Omnivamp has been slashed in half, with now 5% instead of 10%. Leeching Leer now gives 250 health instead of 150.
16. Riftmaker
Omnivamp has been reduced to 8%, but other statistics have increased. Champions will receive 300 health points instead of 150, whereas the mythic passive now gives 8 ability power points and an addition 2% omnivamp instead of 5% magic penetration.
17. Eclipse
Eclipse has had some changes with its scaling. Ever Rising Moon Shield now gives 180/90 instead of 150/75. The omnivamp has been reduced to 8% instead of 10%.
18. Ravenous Hydra
Another omnivamp change, this time from 10% to 15%.
19. Sterak's Gage
The sustain go-to item has gone from giving a 200 lifeline shield to a 100 lifeline shield, and the duration has been shortened by one second.
Tank Items
20. Dead Man's Plate
Health earned by buying Dead Man's Plate has gone down from 475 to 400.
21. Force of Nature
This item now absorbs movement speed as bonus by 8 (with a maximum of 40.) Previously, it was 6 with a maximum of 30.
22. Frozen Heart
Three changes will be applied to Frozen Heart. Its cost will go down from 2700 gold to 2500 gold, and the combined cost will be 600 gold instead of 800 gold. The armor provided by this item has gone up from 60 to 70.
