The Pokémon Company has changed the way that move learning works with the release of Pokémon Legends: Arceus, making it completely different from original games or mainline story.

How to Change Moves in Pokemon Legends: Arceus
In Pokemon Legends: Arceus, players no longer have to deal with TMs, HMs, or TRs.
Players can open their satchel by pressing Up on the D-Pad, then select one of their Pokémon. There, players are freely able to choose what moves they'd like to work with.
The game functions more like a traditional RPG, where you can just equip new, better moves whenever you want.
The trainer in Jubilife Village that helps players master moves will teach their Pokémon new ones for a fee.
Unlike previous Pokémon games, Pokémon can no longer "forget" moves. One of the newest, and arguably best, features of Arceus is that players will no longer have to delete moves when learning a new one.
Once a Pokémon learns a move, it goes into what's called their move reserve.
During battle and adventure, Pokemon can only have four active moves at once. Despite this, players can go to the move reserve and switch out what they're using anytime they'd like instead of having to relearn and forget old moves.
