In order to add a game to your Steam account, you first have to log in. After you log into your steam account, go to "Library". Once you've reached that page, you will have to go to the bottom left-hand corner in which there is an option to add a game. Specifically, you will need to choose to add a non-steam game, since Rocket League is owned by Epic Games. After that, you will need to browse for your Rocket League files.
