League of Legends Patch 10.16 notes were released revealing a tremendous amount of champion balance changes as Riot Games prepares for Worlds. Notable patch highlights include the debut of Yone, the Unforgotten.

Akali

Five Point Strike (Q)

  • Base damage increased from 30/55/80/105/130 to 35/60/85/110/135

Shuriken Flip (E)

  • Damage type changed from physical to magic

Ashe

Ranger's Focus (Q)

  • Bonus attack speed increased from 20/30/40/50/60% to 20/25/30/35/40%

Bard

Base Stats

  • Health decreased from 575 to 560

Caretaker's Shrine (W)

  • Maximum heal decreased from 70/110/150/190/230 to 55/95/135/175/215

Evelynn

Hate Spike (Q)

  • Cooldown reduced from 8 to 4 seconds
  • Hitting a monster no longer refunds 50% of Hate Spike's cooldown

Fiora

Lunge (Q)

  • Cooldown decreased from 16/14/12/10/8 seconds to 13/11.25/9.5/7.75/6 seconds
  • Enemy hit cooldown reduction decreased from 60% (6.4/5.6/4.8/4/3.2) to 50% (6.5/5.63/4.75/3.9/3) seconds

Hecarim

Devastating Charge (E)

  • Bonus movement speed increased from 25-75% (over the first 3 seconds, with the fourth second at maximum value) to 25-100% (over the first 3 seconds, with fourth second at maximum value)

Jax

Counterstrike (E)

  • Cooldown decreased from 16/14/12/10/8 seconds to 14/12.5/11/9.5/8 seconds

Jhin

Whisper (Passive)

  • Final shot damage to structures increased from 1.2 total attack damage to 1.5 total attack damage

Jinx

Super Mega Death Rocket! (R)

  • Bug fixed now uncapping bonus damage against all targets

Karma

Inner Flame (Q)

  • Mana cost changed from 50/55/60/65/70 to 65 mana at all ranks
  • Cooldown increased from 7/6.5/6/5.5/5 to 9/8.5/8/7.5/7 seconds
  • Karthus

    Lay Waste (Q)

    • Damage ratio decreased from 0.35 to 0.30 ability power

    Kha'Zix

    Taste Their Fear (Q)

    • Isolated target bonus damage decreased from 120% to 110%

    Lucian

    Piercing Light (Q)

    • Damage increased from 85/120/155/190/225 to 95/130/165/200/235

    The Culling (R)

    • Total shots fired increased from 20/25/30 to 22/28/34

    Miss Fortune

    Base Stats

    • Attack damage increased from 50 to 52

    Morgana

    Dark Binding (Q)

    • Cooldown decreased from 11 to 10 seconds.

    Nautilus

    Titan's Wrath (W)

    • Shield decreased from 60/70/80/90/100 to 45/55/65/75/85

    Blooming Burst (Q)

  • Damage increased from 70/115/160/205/250 to 80/125/170/215/260
  • Nocturne

    Umbral Blades (Passive)

    • Cooldown increased from 10 to 14 seconds.
    • On hit cooldown refund increased from 2 to 3 seconds.

    Rakan

    The Quickness (R)

    • Bonus movement speed increased from 50 to 75%

    Sett

    Haymaker (W)

    • Base damage decreased from 80/105/130/155/180 to 80/100/120/140/160

    Facebreaker (E)

    • Base damage decreased from 50/80/110/140/170 to 50/70/90/110/130

    Skarner

    Crystal Slash (Q)

    • Total damage ratio increased from 0.15 to 0.20 attack damage
    • Mana cost reduced from 15 to 10 mana

    Syndra

    Dark Sphere (Q)

    • Base damage decreased from 70/110/150/190/230 to 70/105/140/175/210

    Tristana

    Explosive Charge (E)

    • Here Comes The Boom (New): Explosive charge now deals 1% increased damage per 3% critical strike chance (up to 33.3% increased damage)

    Veigar

    Base Stats

    • Magic resistance increased from 30 to 32

    Volibear

    Thundering Smash (Q)

    • Bonus movement speed decreased from 15/20/25/30/35% to 10/14/18/22/26% (still doubles when moving towards visible enemy champions)

    Yasuo

    Base Stats

    • Magic resistance increased from 30 to 32

    Last Breath (R)

    • Base damage increased from 200/300/400 to 200/350/500

    Ziggs

    Short Fuse (Passive)

    • Bonus damage ratio changed from 0.3/0.4/0.5 ability power (levels 1/7/13) to 0.5 ability power at all levels
    • Bonus damage multiplier to structures increased from 2.0x ability power to 2.5x ability power
