League of Legends Patch 10.4 Hotfixes Target Soraka, Sona

As League of Legends Patch 10.4 is still making its debut on live severs, Riot Games released a series of hotfixes Thursday and Friday addressing a variety of bugs and balance issues. Here's everything you need to know about the League of Legends Patch 10.4 hotfixes.
League of Legends Patch 10.4 Bug Hotfixes
The hotfixes Friday addressed one major bug that appeared on two different champions: Rengar and Poppy. The bug allowed both champions to use the Active on Tiamat and Ravenous Hydra from a longer range than the item typically allows. On Rengar, for example, players could use the Tiamat active on enemies at the end of Rengar's leap range from a bush, despite being hundreds of units away from the enemy as you can see in the video below.
The hotfixes on Thursday addressed an issue on Trundle that allowed him to damage his allies if he casted Pillar of Ice (E) on an ally while having Bami's Cinder, or any of the items it builds into, in his inventory. It also addressed an issue on Viktor that caused his Gravity Field (W) to not stun enemies walking through it or standing in it on the third stack.
League of Legends Patch 10.4 Balance Hotfixes
Only two champions received hotfixed balance changes: the healers that made their way into the top lane meta, Soraka and Sona. Soraka received three unique buffs to her Astral Infusion (W) that reduced its mana cost by 10 at all levels, reduced its cooldown by two seconds at level 1, and reduced the HP cost when under the effect of Rejuvenation by 20 percent at early levels.
But Sona received yet another round of nerfs, this time targeting her Base Attack Damage and Song of Celerity (E). Her Base Attack Damage was decreased by 4 to 45 and her Base Attack Damage Growth was reduced from 3 to 2 per level. Her self-haste on Song of Celerity was also nerfed by 10 percent at level 1 and by 7 percent at level 18 in an effort to push her out of the top lane.
The only item affected by balance hotfixes on Patch 10.4 is Bami's Cinder and its related items that grant the Immolate passive. When Patch 10.4 first came out, it was relatively clear that tanks were getting a massive buff in both the jungle and the top lane, with a new pulse added to Bami's Cinder and the items it builds into that would do magic damage equal to a percentage of the champion's bonus health.
The hotfixes reduced the bonus health percentage and increased the pulse cooldown on all three of the items. Now the pulse will have a 12 second cooldown up from 10 seconds before the hotfix.
On Bami's Cinder, Cinderhulk, and Sunfire Cape, the pulse damage will decrease by 1 percent of bonus health in magic damage. So on Bami's Cinder, champions will deal just 1 percent of their bonus health in additional magic damage. On Cinderhulk, champions will only 3 percent of bonus health in additional magic damage. And on Sunfire Cape champions will only deal 4 percent of their bonus health in additional magic damage.
