Pokémon GO Elite Fast TM: What Does it Do?
By Chaz Frazer
Pokémon GO Elite Fast TMs are powerful items that let you as a trainer change a Pokémon’s move by picking the new attack that they are to learn. This let’s you change the strategy and meta of your Pokémon at any time as long as you are in possession of this item.
Elite Fast TMs differ from normal Fast TMs and Charged TMs in that you are able to control exactly which move/attack your Pokémon learns, instead of receiving a move at random. The Elite Fast TM does exactly what its name states, and is actually one of two types of Elite TMs.

Elite Charged TM: Lets you choose a charged attack to teach a Pokémon.

Elite TMs can be acquired by reaching Rank 7 or higher in GO Battle League. Shop boxes are also known to contain Elite TMs on occasion. It should be noted that Elite TMs may not be able to remove Frustration from Shadow Pokémon, and so should be used with caution on these types of Pokémon.
If looking to compare the differences between regular TMs and Elite TMs, the following chart has it broken down in detail:
Elite TMs: What Moves Can You Learn?
Data miners are constantly at work uncovering new events, and planned legendary Pokémon releases. In that vein, stat mining is no exception to the data they attempt to uncover by accessing the games files. A Redditor has gone through the trouble of digging up exactly which moves/attacks a Pokémon can learn by using Elite TMs. Pokémon stat and data repository PokémonGoHub has visualized this list by Pokémon, just in case you don’t know any by name alone.
As Elite TMs are super rare items, care and thoughtful consideration must go into any planned use of one. A tier list of the best Pokémon to use Elite TMs on can be most helpful to help you decide, based on the Pokémon you have in your inventory of course. As is to be expected, MewTwo takes top honors by ranking in S tier - a league of his own - when considering which Pokémon to use an Elite TM on.
