Vitaath, The Shivering Death, is part of the Helliquary. That means you can only fight Vitaath once you've reached the endgame of Diablo Immortal. Specifically, you have to have a level 41 character and have completed the main questline. The Helliquary is home to some of the most difficult combat encounters in the entire game, and Vitaath is no exception.

Where is Vitaath in Diablo Immortal?

In order to find Vitaath, you need to travel to the Frozen Tundra. Specifically, travel to the Bitter Hearth Waypoint. The Bitter Hearth Waypoint is in the Western part of the Frozen Tundra in Everfrost Lake. Near that waypoint, you should be able to find Vitaath.
