Winning is for Winners in Pokemon GO is a line that Team Rocket Grunts use to clue trainers in on what Pokemon they'll be using during battle.
Team GO Rocket has been taking over PokeStops and stealing items. Whenever a PokeStop is captured, it becomes guarded by a single Grunt that trainers need to defeat in battle in order to free the location. Fortunately, this is rarely a difficult feat, as the Grunts tend to throw out one-liners that tell trainers near-exactly what to expect.

Winning is for Winners Pokemon GO
When a Grunt says "Winning is for Winners," trainers should prepare themselves for a varied battle. This phrase means that the battle will feature the Kanto starting Pokemon at various stages along their evolutionary chains.
It should be noted that there is no relationship between which species of Pokemon are sent out. The only rule with this team is that the first choice will be a starting or "pre-evolved" form, the second will be a secondary evolved form, and the third will be a final evolved form.
- First Pokemon: Charmander, Squirtle, Bulbasaur
- Second Pokemon: Charmeleon, Wartortle, Ivysaur
- Third Pokemon: Charizard, Blastoise, Venusaur
